Ladies Panmure Golf Club Competition Information
World Handicapping System (WHS)
- You need to know your current Handicap Index before play.
- Once you have your Handicap Index you apply this to the course you have selected to play (from chart) to obtain your Course Handicap.
- Your Course Handicap needs to be on your card for Qualifying competitions.
- Your Course Handicap is subject to a 95% allowance in Stroke and Stableford competitions and is calculated by the Club software. After the allowance has been applied you have a Playing Handicap.
- In Match Play your Course Handicap is used to give or receive strokes (100% allowance).
- Preregistration is required before play in a Qualifying competition.
- The authorized formats of play that are acceptable for Handicap purposes within GB&I are broadly the same as under the CONGU system.
- Scores previously known as Supplementary Scores are classed as General Play scores in the WHS. You sign your intention to play on your phone or the Club iPad and enter scores after play.
- Competitions qualify for handicap if all 9 are played for a 9 Hole competition and a minimum of 10 for all other competitions and the course is set up as qualifying – not every day in winter or when there is more than one temporary green for 9 holes and two for 18 holes.
Club Competitions
- All members can play in club competitions when they have a WHS Handicap Index.
- You can enter by adding your name to the entry sheets on the board or via the VMS app or email Fiona.
- Contact person for cancellations/additions is Fiona Robertson (Handicap/Match Secretary).
- If you decide to get your own ballot Fiona needs to know you wish to play in the competition.
- When playing in counting competitions Players responsibilities are: -
1. Register your competition entry by signing in on your phone app or the club iPad on the day of play.
2. Enter Course Handicap on returned card or confirm if scoring on phone.
3. Sign to confirm scores on phone or iPad after play.
Obtaining a WHS Handicap Index
- Submit three 18 hole or six 9 hole completed scorecards or a combination thereof (54 holes).
- Return the scorecards to the Handicap Committee.
- The scorecard should be dated and signed by yourself and by a responsible person acceptable to the Handicap Committee (usually someone who holds or has held a golf handicap).
- There is no longer a need to sign your intention to complete a card.
- Once your Handicap Index has been allocated you are good to go.

The fairway is any closely mown area between teeing ground and putting green excepting hazards and ground under repair. If the ball is only being lifted for the purpose of cleaning then mark and replace. (R&A rule Appendix I – cleaning ball and local rule)
Distance measuring devices LPGC committee permits these for distance only (R&A Appendix IV note 5)
Transportation R&A allow use of buggies to alleviate a medical condition and not giving player undue advantage (rule 14.3, page 68). In our home competitions players must not ride on any form of transportation during a stipulated round unless authorised by the committee (page 142).
Suspending play In the event of lightening play must be suspended and a decision will be made by the committee regarding subsequently abandoning play versus resuming play
(R&A rule 6-8(ii))
Abandoning a competition If conditions arise that are likely to affect the continuance or satisfactory completion of a competition two members of the committee (usually Captain/Match secretary/Handicap secretary) will decide from the options of suspension, cancellation or postponement. Refer to CONGU manual clause 18.7 and R&A Rules 33-2d/1 (Decision) and 6-8(a&b).
Dispute Procedures Refer problems to club committee (R&A rule 2-5).
If there is failure to resolve the issue the R&A can advise.
Bounce Games Not against R&A rules to play within a competition.
